What you'll do:

As Head of Project Management Office and Technology Governance based in Kuala Lumpur, you will play a vital role in guiding two critical areas: the Technology PMO function responsible for delivering strategic projects within cost boundaries; and Vendor & Contract Management which ensures efficient partnerships aligned with regulatory expectations. Your day-to-day responsibilities will include mentoring your team members towards service excellence; establishing integrated governance structures; representing your functions at senior forums; managing complex portfolios; facilitating steering committees; promoting best practice delivery models; developing comprehensive vendor frameworks; overseeing contract lifecycles; collaborating cross-functionally; supporting audits; all while maintaining high standards of compliance. Success in this role requires you to balance strategic oversight with hands-on involvement—ensuring every initiative delivers measurable value while upholding the highest levels of integrity.

  • Lead, mentor, and nurture the PMO and Vendor Management teams by fostering an environment built on governance, accountability, and service excellence.
  • Establish integrated governance frameworks that align technology delivery with financial controls and vendor performance standards across the organisation.
  • Represent both PMO and Vendor Management functions in internal forums such as audits, risk committees, regulatory reviews, and steering groups to ensure transparency and compliance.
  • Oversee the implementation of technology project governance frameworks that support benefit realisation planning, post-implementation value tracking, and lessons learned processes.
  • Manage portfolio planning activities including project intake, prioritisation, resource allocation, budgeting, forecasting, and variance analysis to ensure alignment with business goals.
  • Facilitate portfolio and programme steering committees by providing clear reporting on KPIs, escalating risks promptly, and ensuring timely decision-making.
  • Promote agile and hybrid project delivery models where appropriate to enhance flexibility while maintaining rigorous governance standards.
  • Develop and execute robust vendor governance frameworks aligned with regulatory guidelines such as BNM RMiT and Outsourcing Policy requirements.
  • Oversee contract lifecycle management from RFP through negotiation, onboarding, SLA setup, renewals, exit planning, ensuring all documentation is complete and up-to-date.
  • Collaborate closely with Legal, Risk, Compliance, Procurement, Finance teams to drive end-to-end vendor compliance while supporting internal audits involving outsourced services.

What you bring:

To excel as Head of Project Management Office and Technology Governance you will bring extensive experience gained from senior roles within technology project governance or vendor/contract management—ideally within insurance or financial services sectors. Your background should include formal qualifications (degree level plus recognised project management certifications), proven track record leading teams through complex change programmes underpinned by robust regulatory frameworks (such as BNM RMiT). You will possess advanced skills in stakeholder engagement—building trust-based relationships internally (across executive leadership teams) as well as externally (with regulators/vendors). Your approach will be grounded in empathy; you’ll demonstrate excellent communication abilities when consulting/negotiate outcomes; show meticulous attention-to-detail when reviewing contracts/policies; apply sound judgement when managing risk/compliance issues. Proficiency with modern PMO platforms/tools is expected—as is an understanding of best practice contract lifecycle management.   • Bachelor’s degree in Information Technology, Business Administration or related field is required for this position to ensure foundational knowledge relevant to the role.
  • Project Management certification such as PMP or PRINCE2 is essential for demonstrating structured project delivery expertise.
  • Proven experience in contract management or vendor governance is necessary to effectively oversee third-party relationships within regulated environments.
  • A minimum of 10 years’ experience in technology project governance or vendor/contract management roles is required—including at least 3 years in a leadership capacity managing teams or functions.
  • Experience working within insurance or financial services industries is highly desirable due to familiarity with sector-specific regulations such as BNM RMiT or Outsourcing Policy guidelines.
  • Demonstrated ability to build strong inter-personal relationships across internal stakeholders (including EXCO members) as well as external partners such as regulators or vendors.
  • Excellent communication skills are needed for influencing outcomes at all levels—from boardroom presentations through to operational discussions with team members.
  • Advanced proficiency using PMO tools (e.g., ServiceNow PPM, MS Project, JIRA) plus contract management systems will enable effective oversight of complex portfolios.
  • High attention to detail combined with process discipline ensures consistent adherence to policy standards across all projects managed under your remit.
  • Knowledgeable in third-party risk management practices including regulatory obligations (e.g., COBIT framework), contract analysis/negotiation techniques plus performance remediation strategies.
