Save job

A leading financial organisation in Kuala Lumpur is seeking an accomplished Information Technology Programme Management Office Security Project Manager to join their dynamic team. This role offers you the opportunity to drive security-focused programmes and projects from inception through to operationalisation, ensuring robust governance and process excellence at every stage.

What you'll do:

As an Information Technology Programme Management Office Security Project Manager based in Kuala Lumpur, you will play a pivotal role in shaping the future of organisational security. Your day-to-day responsibilities will involve orchestrating complex security projects from initial formulation through budgeting, implementation, and operationalisation. You will collaborate closely with stakeholders across business units to harmonise requirements, develop comprehensive documentation such as BRDs and RFPs, manage vendor relationships throughout procurement cycles, and ensure seamless contract negotiations. By maintaining rigorous governance standards through process assurance reviews and peer assessments, you will help safeguard the integrity of project delivery. Your ability to track budgets accurately, monitor timelines proactively, mitigate risks effectively, and communicate clearly between technical teams and business leaders will be essential for success. Additionally, you will champion continuous improvement by refining project delivery methodologies—embracing SDLC or Agile approaches—and supporting change management initiatives that enhance overall security resilience.

  • Oversee the planning, governance, and execution of multiple security projects throughout their entire lifecycle, ensuring alignment with organisational standards and objectives.
  • Conduct comprehensive process assurance reviews to guarantee compliance with established project delivery frameworks and best practices.
  • Facilitate workshops with diverse stakeholders to gather, analyse, and harmonise both business and technical requirements for security initiatives.
  • Develop detailed Business Requirements Documents (BRDs) and Request for Proposal (RFP) specifications, including clear evaluation criteria for vendor selection.
  • Manage RFP/RFI processes by coordinating vendor evaluations, ensuring procurement compliance, and supporting contract negotiations alongside business, legal, and sourcing teams.
  • Track project budgets meticulously by monitoring planned versus actual expenditures and assisting stakeholders in securing necessary budget approvals.
  • Ensure quality, accuracy, and consistency across all project deliverables, documentation, and reports while proactively managing risks and issues with effective mitigation strategies.
  • Serve as a central liaison between business units and technical teams to foster alignment, facilitate communication, and support change management initiatives.
  • Maintain regular reporting for steering committees and conduct peer reviews of projects to uphold governance standards and delivery methodology.
  • Review and update project delivery processes and templates to ensure continued alignment with organisational standards while supporting the adoption of SDLC and Agile methodologies within security-focused projects.

What you bring:

To excel as an Information Technology Programme Management Office Security Project Manager in this organisation’s Kuala Lumpur office, you will bring a wealth of proven experience in delivering complex security projects within structured PMO environments. Your background should include significant exposure to both application- and infrastructure-based solutions along with deep familiarity with procurement processes—from drafting specifications through vendor evaluation to contract negotiation. You will have demonstrated proficiency using industry-standard project management tools such as MS Project alongside collaboration platforms like Confluence or JIRA. Your hands-on involvement with SDLC or Agile methodologies will enable you to drive iterative improvements in project delivery. Experience implementing key security technologies—such as DAM systems or cloud/network/endpoint/infrastructure solutions—will set you apart. Beyond technical acumen, your exceptional organisational skills will allow you to juggle multiple priorities seamlessly while maintaining attention to detail under pressure. Your ability to communicate clearly with stakeholders at all levels—combined with strong presentation skills—will foster trust and alignment across business units. A collaborative approach coupled with adaptability ensures you thrive in fast-evolving environments where continuous improvement is encouraged.

  • Bachelor’s degree in Computing, Information Technology or a related discipline is required for this position.
  • At least 10 years’ experience in programme or project management within PMO or project delivery functions is essential.
  • Proven track record managing complex security projects involving application or infrastructure-based solutions is highly desirable.
  • Comprehensive understanding of procurement processes such as RFT/RFP/RFQ—including drafting specifications, vendor evaluation procedures, and contract negotiation—is expected.
  • Proficiency with project management tools like MS Project as well as collaboration platforms such as Confluence or JIRA is important for effective performance.
  • Hands-on experience implementing SDLC (Software Development Life Cycle), Agile methodologies or iterative project delivery approaches within security-focused environments is advantageous.
  • Demonstrated end-to-end implementation experience in one or more areas: Database Activity Monitoring (DAM), Cloud Security solutions, Network Security solutions, Endpoint Security solutions, Active Directory/Identity Management solutions or Infrastructure Security solutions (e.g., server security).
  • Experience with MS SharePoint or HTML—or other relevant technical platforms—will be considered beneficial but not mandatory.
  • Exceptional organisational skills enabling you to multitask efficiently while prioritising under pressure are vital for this role.
  • Excellent communication abilities—including presentation skills—and stakeholder engagement capabilities are crucial for building consensus across teams.
