About the Head, Capital Asset and Liability Management Role:
In this vital role for the business, you will be responsible for managing balance sheet, cash flow and ensuring provision of funds for the bank and be responsible for implementing an assets, liabilities (gapping) as well as capital strategy that optimises the bank's returns, in accordance with the ALCO's, BRMC’s and BOD’s guidelines/recommendations.

Key Responsibilities:

• Financial Simulation for strategic planning of the bank which may consist of updated asset pricing methodology, cost of fund methodology, fund transfer pricing, risk based pricing, net interest margin, risk weighted assets which align with the bank’s strategic plan, new directives from BNM/MOF, etc.
• Manage capital to ensure the bank meets the minimum required capital ratios set by BNM in all proposed simulation/action/strategy
• Manage asset liability which includes calculation of the monthly COF/BLR/BFR and propose new COF/BLR/BFR when required, i.e. upon OPR hike or any other change in macroeconomic variable which may impact the bank’s profitability and/or risk appetite
• Continuously engage with inter-department teams for timely/proper reporting and updates to the relevant Management Committee, Board Committee and ultimately Board of Directors
• Manage proper updates and communications with the team members under the role holder’s purview to ensure transparency and timely update of information/expectations
• Establish/maintain good rapport with the regulators and external consultants/auditors. This includes MOF, BNM, rating agencies, etc.
• Initiate and establish proper processes with other divisions as and when required. This is to ensure the bank’s financial processes and procedures are maintained in proper good governance

To succeed in this Head, Capital Asset and Liability Management role, you will need to establish proper processes and guidelines related to capital management and asset liability management.

Key Requirements:

• Bachelor’s degree in Finance/Accounting/Banking or related field (with relevant experience), is required with at least three years’ experience in a managerial position
• Professional accounting qualification is required, i.e. full chartered member of MIA, ACCA or other recognised professional bodies by MIA
• AICB/PKMC membership is an advantage
• Minimum of seven years of experience in local/foreign bank with at least five years of experience in the finance/risk/treasury department
• External audit experience with a Big 4 firm is preferred
• Experience with risk-based pricing/capital management/fund transfer pricing consultancy and/or implementation is preferred
• Effective stakeholder management
• Strong fundamentals and knowledge in banking/treasury industry/product and relevant regulatory requirements
• Strong technical knowledge and skills in BNM Policy/Guidelines/ MFRS, IFRS and i-GAAP (International Generally Accepted Accounting Principle), BASEL I,II and III
• Mathematically and high logic and design thinking inclined
